A saved view for licensed employees with no activity. This is a rollout-support list, not a performance judgement. Scheduled activity owned by a person is shown separately and never makes an inactive human look engaged.

Training status comes from the LMS connector. Where it has no record for an employee, training shows ■Unknown rather than a guess. Clicking a team opens Teams (P07); clicking an employee opens Employees (P09).
Data states
An organization with valid telemetry and zero matching events gets an onboarding checklist and a plain definition of how activity is measured, not an empty chart.
Identity sync is fresh; the LMS training source has not reported since 20 Sep. Known data stays visible and the missing source is named.
A source last reported before the window closed. The number stays visible with its as-of time, so no one reads a stale value as current.
The source is disconnected or has not reported. Known data stays visible and the missing source is named, never shown as zero.
The current role cannot inspect this resource. The row stays listed; its contents do not open.
An identity or training sync run failed and did not complete. The last good values stay with their timestamp and the failed run is flagged for retry, never replaced by zeros.
Active requires a qualifying human-initiated interaction in the selected period. Activated means the onboarding event is complete. Rates show numerator and denominator over a stated window. Comparisons use the previous 30 days. Missing identity-provider data appears as unknown license status. Synthetic fixture data, not a real customer's figures.
